Generally the anchor light should only work in the down position of the switch and the running lights work along with the stern light when the switch is placed in the alternate or up position. The middle position of the switch is off. These light may work off the ignition power supply, since the boat is 20 years old variations may exist. Your problem is electrial and you must find the bad connection, the only way to do this is by testing each of the circuts involved. Good Luck.
