9.9 evinrude

I just was given a '74 9.9 Evinrude that has been setting for 3 years. Last time used it hit a rock and tore up something in gear case. I tried to hand turn the flywheel but could notm, thought I should have been able to turn it. Could turn prop but was hard. I have the motor diagrams off the Evinrude page, should I drop the lower unit and start looking for damage parts there first. thanks for any help
